Bug Description:
Quest progress halted on powering up golem

Platforms:
PC.

Steps To Recreate:
Upon powering up golems I sent 1 militia to each of the 4 runes. It showed 2 cutscenes and now all 4 tesla coils are active, but the golem is still not active and my quest progress has stopped

Dev Team Comments:
As a workaround until a fix is developed, please trigger each one separately.

Status:
Under Investigation.

I had the exact same thing happen to me today. The key is not having the last two runes trigger at the same time (or have the last one trigger while the cutscene for the 3rd rune trigger is still running).

If y just leave and get to the mage the story goes on.... well the active quest log "flip the switches" remain, but the golem still smashes the barbican and the story moves on.
